Main Outcomes

State of the art and conceptual background (Deliverable 1)
This deliverable contains a list of policy and research questions addressed by the project, the European research background and some common references for the project.

Theoretical Framework (Deliverable 2)
Deliverable 2 will provide a theoretically sound framework for integrating efficient use of transport infrastructure in the short run, and the efficient provision of infrastructure in the longer run (central issues are how revenues should be used and how deficits are covered when investments needs are too high).

Case studies specification (Deliverable 3)
The bridge between the theoretical part and the practical part of the project will be built in Deliverable 3. It translates the theoretical recommendations into operational questions to be answered by the case studies, and sets out the basis for comparability of case studies.

Report on Interurban case studies (Deliverable 4, Annexes 1-4 and 5-7)
Deliverable 4 contains case studies on financing schemes and the use of revenues in interurban areas. These case studies will deal with road interurban transport, rail transport, air transport and maritime transport.

Report on Urban case studies (Deliverable 5, Annexes)
Deliverable 5 contains case studies on financing schemes and the use of revenues in urban areas.

Conclusions and recommendations (Deliverable 6)
Conclusions will be drawn in Deliverable 6 as to which are the most effective options for using revenues from transport pricing for funding transport investments and subsidies/deficits or for reducing other taxes. These conclusions will be used to prepare concrete and practical guidelines for policy makers, EU community, academic community, operators, pressure groups, and lobbies.
